Do you have to be staying on property to make an ADR?

Nope. If you're going before Jan. 25, you can make reservations 180 days before the date of the reservation; if you're going after, you can make reservations 90 days before the date of the reservation (they're changing their systems). Exceptions I believe are for Cinderella's Royal Table, Chef Mickey and Victoria & Albert - they're staying at 180 days.
