You don't understand... the rules don't apply to:

Mayors
Presidents
Senators
Congressmen
Rich people

I actually sort of agree with the mayor. People don't usually abuse wine drinking in public places. But if you allow beer drinking, I can just see all the college kids getting completely trashed all over the city parks. There is definitely a difference between the Central Park summer concert crowd than the beach crowd.

But it is an unfair policy. I think though there should be a common guideline. You can either drink alcohol in all parks, or nothing at all.
