New to DAS & Questions

There is always someone higher....often they are in the back. They are going to tell you that in hopes you will take their answer. But when I had a different issue and worked my way Up the chain of command, I learned there are definitely higher ups. You just have to be insistent. The one even gave me his business card to contact him directly.
And it's not the decision of ANYONE HERE to decide if anyone's else needs are met or not. That is Disney's decision!!!

Yes, it's Disney's decision, and based on what the OP stated in her post, she shouldn't, and most likely wouldn't, get a DAS. She seems to understand that, not sure why you don't.

Now, I'm sure there are people in the OP's position who are insistent that they're entitled to a DAS even if a mobility device meets all of their needs, even to the point of bullying the CMs at Guest Relations, and as many supervisors as they can. But the OP seems interested in what she actually needs, not what someone on a discussion board tells her she should insist upon having, whether she needs it or not.
