If your writing lacks so much emphasis that you need a "~" a lot, I'd say you've hit a dead end.

No I mean like putting something in bold or italics..

I don't see what the big deal of one little ~ would make to someone; I mean, I don't see why it'd make anyone mad/upset. It's just a symbol.

And some places, like formspring, there is no option for bold or italic so you have to think of other ways to emphasise things..
