Without going into too many details Disney has gone crazy with procedures and rules as far as monorail ops are concerned and I assure you that they would be dropping power under their safety procedures. The department that runs Monorails is Legal. Legal thinks of every possible situation where they could possibly be sued and rules and regulations are constructed based on their legal analysis and not their understanding of operations or the practicality or implications of their rules, they construct rules purely on a legal point of view.
Safety is the #1 priority however it has gone to such an extreme that operational functionality has been severely hampered.
