Yes, fireworks requirement gone and you may do it again (now) if you did it already (before the change).

To actually answer the original post, yes this happens on quests, whenever there's a bug, glitch, or groups of people are bottlenecking at one location.

Often the staff will change the quest to fix the problem, and in order to do that, they have to stop the quest. It always comes back up fairly quickly.

I'm at work, taking my lunch break as I'm posting this, and I'm actually glad that I won't be able to quest until after I get home.

I had worked out a few senarios: pretty much all Ned's betaand rare/pick any 2-3 beta-rare/pirate thrones/green barrel chair. As you see, it ended up bottom of pile. At half price I figured 10K would do, ended up I spent 5K - most of it went down the street to the magic shop ROFL - poor Ned it's like K-mart in there...they even have the one real slow check out guy.

Hey! I used to be a cashier at K-Mart! And I wasn't a slow one either!
But, maybe that's why my store closed. We did better business than any other K-Mart in the city.

This is why they have made these one time use, make easy answer for the begger/scammer "I need to borrow for quest" answer: buy it...leave me alone.

While this is good for that, I don't believe that people should have to buy stuff just to do a quest.
Personally, I always just ignored those that begged to "borrow" stuff.


*EDIT* Looks like they changed the quest. Now let's see how many times they change it before I get home to do it. LOL
