on the other side, i've read that it will not have DVC. something about california's laws/rules on adding new timeshares. maybe someone else with more details could elaborate.

My working theory has always been that once the new hotel was completed, Disney would convert one of the Disneyland Hotel towers (probably Frontier Tower) to a DVC resort. I'm re-evaluating that theory.
Wouldn’t this have to extend the VGF contract end date? Assuming they would sell more VGF points direct.That's what I have read, too. However, with increase inventory of hotel rooms from the proposed new hotel, part of the rumor is that it may allow DVD to convert more Grand Cal rooms into DVC.

No, they can create multiple DVC resorts within the same hotel, like they did with BRV and CCV at the Wilderness Lodge.
