New DVC billboard at WDW

A friend sent me a photo of this billboard - there was another billboard there when we were at WDW at the end of Jan. - aparently advertising this billboard.

So, I wonder if this is announcing a new DVC property or just advertising DVC as Disney's "best kept secret"?

It seems to me to rubbing Fairfield's nose that they are not Disney and if you want a magical orlando time share with "character" you need to come to Disney (VC)
