My understanding is the reason the toll free numbers keep getting shut down is that they aren't for use by the general public, they are for travel agents. So once a number is made public and gets into general use, it gets shut down pretty quick. Toll free numbers are free to the public, but the calls aren't free -- the company pays for them. It seems like Disney makes enough money off of us that they could afford to pay for the calls, but they have chosen not to -- which is why the only "official" number you will see for dining is 407-WDW-DINE. It's probably intentional on Disney's part, too -- maybe they feel like if the guest is paying for a long distance call, they will be less inclined to call 87 times to tweak their ADR's
