new discounts on ap's

I never bought ap's so I'm not versed in them. I have a couple of questions. First, what does PAP stand for? Second, if the new price is 292.99 is that with or w/o tax? And third, do ap's allow admission into all parts of WDW, including Disneyquest & water parks? Thanks for any info -

AP = annual pass, good for the 4 main parks only

PAP = premium annual pass, good for the 4 main parks, water parks, Disney Quest, Pleasure Island, Wide World of Sports.
