I wonder how much control the CC manager has on the menu for the island. All of the food comes in on the ship, and much of it is prepared in the ship galley prior to being brought ashore. Hot dogs and hamburgers (and steak at Serenity Bay) might be prepared in situ, but many of the other items on the menu are prepared aboard.

You're right most like the menu probably comes from the suits in Celebration.

When we were on the Magic we met the head chef and he gave us a “tour” of sorts of the food operations on Castaway Cay. The food on the island is definitely under the auspices of the food services team on board.
