The quote I find most relevant is this one:

The industry has: it's called bandwidth caps, which are a real downer for those of us who don't use Netflix.
 
lol, the colleges and universities are having a devil of a time with it. Some are setting up servers (or whatever it needs) for netflix alone. Sorry if that is the wrong terminology. I was talking with someone who is orchestrating the effort.

I'm a college senior, and when I started, we had a weekly bandwidth cap of 2 gb. The next year it was 4, then 10 the second semester. Then I moved off campus so I doing know how it went from there.

I know a bigger problem was people illegally downloading/streaming movies - at least Netflix alleviates that!
 
Meanwhile (according to some news reports from more than two years ago) there is a lot of unused fiber optic cable sitting around, where communications companies went out of business due to the recession or other reason and couldn't find customers to put data throughput on that cable.

Bingo! Contrary to what they are saying there is a much greater capacity then what is being used but by saying there is a shortage and we should be concerned they can keep raising prices while keeping caps in place. The average speed of an internet connection in the US is 3mb in Europe it is 10mb and in Japan it is 30mb... Think of what you use your internet connection for... VoIP phone calls, uTube, Hulu/Netflix now consider what services your internet providers provide... Mine is Verizon, they provide telephone and television... Comcast provides the same... So they are in direct competition with VoIP, Hulu, Netflix and so on. If they can limit access to VoIP/Hulu/Netflix that just increases their bottom line. I started my broadband experience with Verizon DSL for $9.99 per month and now i am up to FIOS for $55 per month....
