Need your suggestions

My friend's very wealthy mil has arranged an all-of-the-family Christmas holiday (26th-30th) at WDW. She says she is using a TA to make all the arrangements. TODAY she calls my friend and says, "Each family has to plan one dinner." That includes making the reservations and paying for it. Obviously, she has no clue about making ADRs. (Maybe she figures her big bucks will get her in anywhere she wants?)

My friend is in shock. They are on food stamps, for goodness sake, and can't afford to feed 17 people in a Disney restaurant. So she asked me to figure out what is the cheapest Disney table-service restaurant that does not serve alcohol (as some of the other family members tend to drink to excess and her family doesn't drink at all and she doesn't want to pay for drinks). The only thing I can come up with is Tony's Town Square.

Can anyone suggest any other restaurants on Disney property? Methinks that the very wealthy mil is totally out of touch with reality.
 
The Plaza at MK might be cheaper than Tony's and better food.

All the other park and resort restaurants serve alcohol.
 
What about booking a breakfast somewhere? Or lunch at Liberty Tree Tavern or the Plaza in Magic Kingdom. If she wants no alcohol, breakfast and/or Magic Kingdom are the way to go. Magic Kingdom does not serve alcohol anywhere in the park.
 
Oh my goodness, that is so incredibly inconsiderate of her MIL!! Even with a conservative estimate of $20 per person (I'm sure some will order meals that cost more, some will order ones that cost less), that's $340 for the meal...not including a tip. I hope she can find a way to work that out.
 

Plaza won't work because it is not really dinner food. Also, my friend is the one who doesn't want the alcohol because some of the other relatives, including her MIL, overindulge and my friend doesn't want to have to pay for their drinks. The MIL is taking care of breakfast each day, they are all on their own for lunch and snacks, and MIL has specified that she wants dinner at 7:00 pm. As I said, this is a woman with a lot of money who is used to saying the word and getting what she wants. I was hoping someone might be able to come up with something I overlooked, but it doesn't look that way.
