Need tech/photography help

My DH asked me this question and I have no idea. Can you transfer video from VHS into a computer(maybe on to a disc fist?) and then have it loaded on to shoe on a website?? I realize this would take special equipment, that we assume his MIS department would have. He doesn't want to sound like an idiot asking them, so I'm asking you guys first.
 
You'd need things to transfer the vhs to the computer:

One, you'll need a video capture device - a tv tuner (external or internal) or a video capture card on the computer.

Next are cables. You'll need to connect the vcr to the computer via audio/video cables. These are the ones with three connections at each end - yellow, white, and red prongs.

Third you'll need video capture software for the computer to be able to record the images from the vcr.

Fourth once it's in the computer, you need to be able to upload it to a web server. The web server acts as the portal for other people to access your video.

That's the simple terms of it.
 
As a video techie and film geek, I concor....it can be done, and oogie boogie is dead on as to what you'll need.

Thank you all sooooo much!! I just printed out Oogieboogie's (love that name!!) response and gave it to DH to take to work. At least now he knows he not asking for the world to get this done.
