Need suggestions for Photoshop software

I need suggestions and opinions on Photoshop software for a BEGINNER. I know nothing!!!!!!!!!! I would like to spend less than 100.00

Do you mean photo editing software in general or specifically Adobe Photoshop?

From the Photoshop line, Photoshop Elements (the home user version) falls in your price range.

What kind of camera do you have???? If you have a DSLR, it might've come with some very basic software to at least get you started.

Or for something Free, maybe look into Picasa. I haven't used it in ages, but it wasn't too bad. I'm sure it's had some nice improvements.

But what kind of things do want to do with your photos????
