I am not good with math at all and I know I need to get this right so I don't miss my opportunity.

We are going to be staying off Disney property from Jan 17-23, what is the date I can start making my ADR's? And because I am staying off for that week I have to call everyday for that week correct?

Also, we are staying onsite Jan 24-31, so I should be able to make all of my ADR's at one time for that week right? And what day is the earliest to call for Jan 24-31?

Yes, you can make all of your ADR's at one time. You can make ADR's up to 180 days in advance, so I'd say sometime in July.
 
Because you are staying offsite, you can't use the 180 + 10 method, which gives onsite guests the opportunity to make all of their ADR's at the 180 day mark of their arrival for up to 10 days of their trip.

Staying offsite, tf you want to make all your ADR's at the same time, then you'd need to call 180 days from your last date at Disney. If you call 180 days from your first day at the park, you'll only be able to make ADR's for that day. Then you'd need to call back each day after that to make all of them.
