The city Workforce1 program posts a fair amount of retail and food service work, a lot of which is part time. They have a Facebook page in addition to their official city website.

What type of work are you looking for? Retail? Waitressessing? Child care? Office?
Some you should just look on the we page for the company. For example the Disney store in Times Square is usually hiring part time sales. You appt through the Disney website. Idealist.org is a clearinghouse for nonprofit positions. They often have part time because nonprofits can't afford full time.
