Need help w/Philadelphia airport

Sorry I don't agree I think they only hold if there is a very large amount of passengers missing from that flight.

Someone please correct me if i'm wrong

Not wrong, I've seen a lot of flights leave without connecting passengers--even on the last flight of the night. Often on that flight the flight crew needs to leave on time or they will exceed the number of hours they can legally work.
