I have a soon to be 3yo boy and a 5yo girl. We went to Disney last year and are going again in May, but I was wondering if there was much to do at US or IoA for them? Something you should know is that they are scared to death of characters and my almost 3yo was afraid of all of the kiddie rides at Disney last year. Oh, and I get motion sickness so the Back to the Future type rides are out for me and so are the roller coasters.

Just because your child was scared of all the rides last year doesn't mean they will be scared this year. I remember my oldest son was scared of some of the rides one year, but loved the same ones the next.
My kids will choose Universal over Disney any day. There is really as much for them to do, if not more at Universal and IOA.

Took an almost 3 DD to US/IOA last May. She loved the Barney show and playing in the water play area near Seuss.
Or just relax at the Hotel pool and they'll have just about as much fun.

DS,12, enjoys US/IOA more than WDW.

DD (6) isn't scared of the characters but will only ride on a handful of rides in WDW
She absolutely loves Universal  The Barney show and playground are favourites, as is the Curious George water play area next to it - just take a swimming costume and / or change of clothes ;)
The Dr Sseuss water play area is another winner, along with Popeye's play boat.
DH is a Super Hero fan so she loves the SuperHero area.
The first time she went she was 3 and there was way more for her to do than at WDW - especially given that she wouldn't ride anything
You'll have a great time.
