need help identifying character

Hi, we went to Disney in January and my kids took a picture in front of a "statue" of one of the Lilo and Stitch characters. It was somewhere in Tomorrowland I believe. He is has one eye and is wearing a "hawaiian tourist" shirt and is holding two suitcases. I can't for the life of me remember what his name is. Anyone know his name? (If I remember right, in the movie, he was the one that was protecting the earth because of mosquitos).

Pleakly has three legs, two arms, two tonuges and one eye. He also wears dresses. I love him.

I'm not so sure. On the Disney websites, it tends to be spelled as Pleakley.
