Need a Laptop Backpack

I need a new laptop backpack.

But. . .here are the conditions:

1. It must take a 19" laptop.
2. It must have good back straps.
3. It must fit into the overhead compartment of a commuter plan.
4. It must have wheels and a handle.
5. It must cost under $100. (Work will pay for it, but only if the price is reasonable.)

I've already got a great backpack that does the first 3. I just bought a backpack (that I am about to return) that does 1,2,4 and 5 but not 3.

I am going to do an extensive search of amazon and ebags. I think I need to measure my backpack for size - it fits just so on commuter planes - and use that for my #3 requirements.

But before I go deep into the depths of query, maybe someone on the budget board has a backpack that would fulfill all 5 requirements?
 
I have a Timbuk2 HAL backpack from a few years ago. It's fantastic because it has the laptop compartment on the side instead of inside the backpack.
 
Four is your issue! Once you add the wheels getting it to fit into the overhead bin of some commuter planes is basically impossible as you already discovered.

You may have to give up some of your "musts"
 

I found one. I hope. You can put on the model of your laptop and ebags will tell you what bags you can use. I'll see when it comes in, but I think it will fit sideways in even the dinkiest commuter plane overhead or under my feet. (And I discovered I have a 17 incher. That helped, too.)
