Naming winter storms

When did they start naming winter storms. Is it just me or do the weather anchors in your area name storms. Here in Ct. they have named this storm Armand. When I was growing up all we called it was a snow storm, next thing they'll be naming thunderstorms in the summer.
I think they are going overboard with any storm lately!!!

It seems relatively common. I do believe it is silly for each individual area to name these storms, that the NWS should do it, or no one should.
