Name change on plane ticket

My plan is to travel with my sister in February , but if something changes can she give her ticket to someone else and just switch the name ... We will be flying southwest

Sure, but this has nothing to do with changing the name on a ticket, which is not allowed. Also, on WN, you can always get a credit if you need to change a ticket to a different date or buy at a lower price.

To clarify: the credit is issued to the name of the ticket holder (not who paid for the ticket, unless its the same person) and cannot be easily, timely, and inexpensively transferred. The credit must be used (ie flight completed) within one year of the original purchase.
 
Which is why, if someone thinks they may need to cancel their flight arrangements (and doesn't expect to reuse any credit in the time restriction or may want to transfer the fare fund to someone else) but does intend to fly so wants to be assured of a seat - Grace09's recommendation of a refundable fare purchase makes sense :).

Well since the op hasn't bought the ticket yet, it is an option tht would allow her to cancel the ticket, get her money back and purchase a new ticket under a new name. So get her to the same place as changing a name on a ticket. It is a logical solution to her situation.

There is another option as well, if you are not travelling at a peak time, and which would allow you to purchase a discounted ticket and still get the value back for use by yourself or someone else.

As long as you have a Rapid Rewards account, you can purchase Rapid Rewards points to use for the ticket. In the event that an itinerary that was purchased on points is cancelled, the points go back into the account of the person who purchased them, not to the account of the ticket holder (unless of course those are both the same person.) You would not get a cash refund, just the points back for later use, but unlike a credit, points can be re-used for another passenger.

I have certain family members who back out on travel plans more often than they follow through, and this is how I always buy their tickets now.

This option is NOT viable if you are travelling at a peak holiday time such as Christmas, Thanksgiving, Spring Break, etc., because award seats are very seldom available at such times.
 
If you are trying to change a SWA Web only fare, customer service is not able to make those changes for you.

You can make the changes online buy clicking the "change flight" tab on the right side of the SWA home page. You do this step even if you are not truely changing to a different flight! Enter the required info and select your flight that now has a lower fare and make the confirmation.

You can do this to get credit back on the PRICE of a fare, but you cannot do this to change a name on a ticket.

No airline allows the passenger name on an existing ticket to be changed, except to do something like correct a small typographical error, and that can only be done on the phone with a CS agent.
 
Given how much more refundable fares usually are vs non-refundable. You are probably best to just book the non-refundable fare and then eat the cost if she can't go.
