It just says lunch. I believe last time it was 11-2pm but I don't know if those are the hours everyday or just the time I been there. The number is on there to book. Im not sure how soon you can book.... I don't believe its like Disney where you will need months in advance but others that are more familiar will be able to answer that for you.

you can only book 30 days out for most of the restaurants.
things do change at times.
last october when i was there the hours ended at 3:00

it is just as easily to make the ressie once you are in orlando.
by phone or at the booth in city walk where you can make the ressies .
