we have the annual pass, and have stayed at Disney hotels 3 times since MDE/FP+ roll-out started. They have had the 7-day limit(with the rolling 60 day time frame) for all 3 of our visits. We had a 3 night stay, followed by a 4 night stay, and then another 4 night...had to wait until after the first night was over to begin booking the 3rd set so they definitely enforced the 7-day-limit of 3 per day. MDE was linked to the hotel stays & the annual pass was on the band so we were able to use the Magic Bands to get in the park just like the regular tickets on the Magic Bands. I really do not understand how they can link the passes to the Magic Bands...and know who you are when you enter the park...and NOT see that it is an annual pass for purchasing discounts and parking lot access (why could the guards at the kiosk not scan the band? Wouldn't take them any longer than looking at your card.)
As for the carrying the annual passholder card in addition to the Magic Band...yes, it is a PAIN IN THE REAR! We did not have to show it for parking, because we had the resort tag on the dashboard showing we were staying at Disney resort. But we did have to pull it out with photo ID for every discount purchase we made...so we were using 3 items to purchase anything: the Magic Band to charge to the room, the annual passholder card to get the discount and the photo ID to prove it was actually me using the annual passholder card. Again, since they know who you are when the scan the Magic Band for purchase, why not just ask for ID to verify the right person is using the Magic Band and give the discount without having the separate passholder card?
I joked that I could not see why Mickey didn't just "scan" my DNA through the Magic Band and know it's me.

Just wondering when I saw that some now would not have it.
