Is it for just guest staying at Disney hotels? Can someone explain to me the current situation for off-site guests?

Offsite guests with a ticket linked to MDX (Disney's acronym for My Disney Experience) can book fastpasses at 30 days out.
They are not given magic bands, but can purchase them at WDW, or use an old one if they have previously received or purchaed one.
Offsite guests can use their ticket media or a purchased Magic Band for park admission and redeeming fastpasses. They cannot charge purchases on the ticket or MB.

Thanks. Is it the same amout of past passes you can book? And any idea how much Magic Bands cost?

Yes right now it is 3 fp in one park, per day, for everybody.

I think MB are currently $12 to $13.

And I guess even more importantly is can you even get a reservation at 30 days if on-site guests can book 60 days out? And I assume they are still using the old system too?

Yes, you can. And sometimes new ones open up too. A bunch of new ones were recently released for Anna and Elsa in May. Watch here or keep checking if there are things you want and can't get.

As far as the "old system" if by that you mean the paper Fastpasses, those are no longer being used. The machines have either been removed or are kept covered.
