The effect itself is accomplished using programs like Adobe Photoshop, Adobe After Effects, and Adobe Flash.

As for getting it onto a DVD, that may be a little difficult, but not impossible for you. If you have a DVD player that can play Divx files (check your DVD manual) you can burn the file to a disk and it will play fine. If you want to put it into a DVD structured disc, you will need to use DVD authouring software. THere are many brands out there, but if you are using Windows XP, you can use Windows Movie Maker. It is a click and drag type of program, and you use it to burn the resulting file into the correct DVD structure of VIDEO_TS files.

That is done using the CC Particular effect in After Effects. Let me know if you want some other help.
