We went to MVMCP in 2006 and also saw the Osborne Lights. The snow was soap bubbles. Little clusters of soap suds, like when you froth up dishwashing soap, not like single spherical bubbles. I didn't taste it, but if it gets in your eyes it stings.
That's probably the way I would describe it too. It is no doubt bubbles. But not in the traditional sence that we thing of "bubbles" like we give our kids. The bubble machine they use creats a froth that resembles falling snow flakes. Its actually a very cool effect.
Even if they used a real snowmaking machine it wouldn't work because the air is to warm. Even at the low temps in central Florida in Nov/Dec of high 40's low 50's that is WAY to warm to make snow.
Ski resorts wont turn on their snow making machines until the temp reaches 28º F. Also if you make home made snow you still need it to be 28ºF.
It is definetly soap bubbles more like suds... I am a theatre major and the work that would go into making real snow flakes would be a little difficult. We use the soap machines on stage as well and it can create such a believable blizzard. I think the fact that some people think it's flakes is just a testament to Disney magic!!! There is so much more going on that whether it is soap or not really doesn't matter!
Its actually fairly easy to make snow. There are many plans on the internet and many (at least in the Northern states) TV stations web sites.
You can go on you tube and find tons of video's of people's home made backyard snow machines.
