If you have just a party ticket can you buy the 2 Lightning Lanes to use between 4pm-7pm?
I'm assuming yes, but want to confirm.

No. You need to have a park reservation for that day. It doesn't have to be the MK, but you do need a park reservation and/or a hopper ticket.
