Yes , you can fill mug at Boardwalk bakery.

There is now a self service inside the bakery. They no longer give you the drink in a paper cup.

Yes, once you have a refillable mug, you can fill it at any of the Disney resorts. During our last trip, we filled up at Pop, PoR, Poly, BC and the Boardwalk bakery!

it thought they put chips in the mugs now and that's not the way anymore??

Oh yes, they have chips, and are programmed for the # of days you purchase. But you can use them at ANY Disney resort refillable station.
