Moving out of CP housing?

My DD is on her second CP, and is currently living in CP housing. Some friends of hers have an apartment, and a room has come available, so she put in a request to move out, but she's been denied. She has several friends who have put in requests to move out and have been approved, so she's really confused about why she's not getting approved - does anyone have any insight as to why some kids would get approved and some not?

Housing makes you wait 21 AFTER your move-in date before they will allow anyone to switch apartments. I think the only exception is if you turn 21 (not sure though). So if she's been there less than 21 days, that's why.
