We like the food at Biergarten, and the atmosphere is nice...but its a buffet. Unless you have extra adults to go with those children you may spend a lot of time walking back and forth.
My kids like Teppenyaki, but I'd be nervous with a one year old that close to the grill. They put the kids at the cool ends - it would still make me anxious.
They liked San Angel Inn (the ride can entertain them until the food comes), Marrakesh (in Morrocco which has a belly dancer). The big hit was actually Le Cellier, where they got the Chocolate Moose for dessert (its big, my two kids split theirs). Atmosphere isn't much for kids, food is good for everyone.
