Expedia does offer just the Disney hotels without the park passes. Their discounts are usually similar to the price you would pay with a code. If no codes are out for your time, chances are that Expedia doesn't have any nargains either.
The disadvantage to using the Expedia route is that they charge the full price to your credit card for Expedia Special Rates (and all the good deals are going to be Expedia Special Rates). They will also charge you a penalty if you have to cancel or change your ressie. If you find a better rate later, you cannot get them to lower theirs without paying the penalty fee to cancel and then rebook you ressie.
CheapTicket.com and Travelocity.com also feature Disney Properties. Their booking and cancellation policies are similar to Expedia's.
My best advise would be to steer clear of packages unless they are similar to the FairyTale Package offered last summer. Know what the rack rate is for the time of year you are going. Book your room seperately but with a code thru Disney if possible. Disney will allow you to modify your ressie without penalty and full payment on room-only ressies is not due until checkin.
