1. So I have a case open right now for non-payment (and this person won't pay. They haven't communicated with me at all and have a score of 0). I received my invoice for ebay today which will automatically be taken out of my paypal account if I don't pay it. This invoice includes the fees for the open case. Will ebay still take those fees out of my paypal account or what? Do I contact them about it?

2. What happened to the main "sell" page? The one where you could type in what you are selling to see the average sold for price. When I click on "sell an item" or the sell tab it takes me straight to a listing.

They don't take the funds immediately from your Paypal account to pay the fees. It's usually a while before they take it from your back up account.

Even if you do pay the fees, they'll still reimburse you for the fees after the case is closed.
