There's no if. Disneyland will need to check their IDs to verify who they are. Your address can be the billing address. Their address will be the Passholders address.
And to add to that info^, you can also go to the ticket booth to change their expiration date to the date that they actually go into the park. Like i bought DBF's at mid-December but he wasn't going until early January. I was able to go to the ticket booth in January and have them change the expiration date to January.
Just wanted to follow up on this. I spoke with a customer service rep online who said that the passholders themselves also have to be California residents. So looks like the answer to my question is no.

You shouldn't have to have them change the date for you, the AP should always be active from the first day of use, not the day you purchased the voucher. I've already purchased vouchers for DD and myself, we aren't going for a month, our APs will be valid from the first day of use, not the purchase date.
OP I think your family does have to be a CA resident to do monthly payments, but I may be wrong. I see you did call and the CM told you that but double check at the gates, or call again and see if you get the same answer. They do have to be CA residents to get certain passes, perhaps the CM was confused?
Thanks pixiewings! I just followed your advice and called the AP hotline instead of asking an online representative. The customer service rep on the phone was very sweet, checked with her supervisor, and found that it's no problem. Apparently, California residents buy APs for out-of-state friends and family all the time using the monthly payment plan. All you do is put down your own California address as the giftee's address. The giftee doesn't have to prove residency.
Obviously, this is just for Deluxe or Premium APs only. There's no way you'll get a SoCal discount for out-of-state friends or family using this method.
Looks like I'll be able to eat this month after all!
