I look at it like this: by allowing us to spread out our dues payments over the year at no extra charge they are giving us an interest-free loan. So our choices are: pay in full in January and use a credit card (and get rewards) or spread the payments out at no charge but give up the credit card rewards.
ETA: Remember that when you pay by credit card the vendor loses about 3% of the funds to the credit card company. Disney is apparently willing to give up 3% of your dues if you pay in full in January but not willing to give up that 3% if you are spreading out your payments over the entire year. That seems reasonable to me.

DVC would earn interest on the full dues payment (as opposed to the installments), which probably offsets the transaction fees in their eyes.
Additionally most credit card charges are also subject to a fixed transaction fee. So by allowing monthly payments via the Visa card, DVC would be paying the transaction fee twelve times instead of once.
Actually, they absolutely DO allow payment by credit card. You just can't do it monthly. I have around 15 different contracts, and I can go in at any time and pay the balance of any specific contract(s) by credit card through the member site. I'm set up for 1/12 to be deducted from my bank account, but earlier this year when Disney Visa had a bonus promo I went in and paid off about $3000 worth of dues and earned a bonus $150 in Disney rewards. I don't carry a balance on the credit card, so I didn't spend $200 in interest to get my free $150

That's a good point. Back when I switched my dues to monthly payments, I had contemplated doing exactly that -- make monthly payments for a few months and then charge the balance to a rewards card at some point.
