Monorail Resort Hopping?

Last year,staying offsite,we were able to catch the monorail at Epcot,then get on the express that stopped at the monorail resorts.We ended up at the CR in time for FITS.We would like to do the same this year-staying offsite again-and take closer looks at the resorts,esp.Poly.Is this still OK,or did I read that you now have to stay onsite to ride the resorts monorail??

Just a note- When we were there in January 2003, they were not allowing "drop-in" guests to go up to the top of the CR to view the fireworks. You needed to be dining or drinking at the CG to gain access. I don't know if the policy has changed since then.
