My card says right on it, "No cash access".
But I do use it to buy Disney Dollar from the Disney Store. It is my understanding that at WDW hotels and guest relations at the parks, they will exchange Disney Dollars for cash. However, I have always been able to spend all my Disney Dollars and never needed to trade them back in.
