The parties don’t really get cancelled unless the park needs to close. Elements of the party may get cancelled, like the parade & stage shows. People who attended have been compensated when that has happened to an extent that it affects much of the party. People not attending of their own accord would have a credit toward a future party.
We were in WDW yesterday. We didn't go to the party. The rain was some of the worst I've seen in all my visits there. The monorail was down, so we had to Uber back to our hotel to head to the airport. We left around 6pm, and the rain was still heavy. I don't think it lasted too long after that (the heavy stuff stopped around 7 or so), so they probably didn't cancel anything.
Just about every flight at the airport was delayed. Our 9:30pm flight Monday took off at 3:15am this morning. We got to our house around 6am today. Fun times.
It poured it down back in September. and we huddled in a store until it stopped. It didn't, so we carried on towards Tron. It slowed down after we got off, but boy were we damp!

They don't really end it. They cancel them before start time for tropical storms/hurricanes. Other than that it's pretty much go time. Rarely there will be a party where partial compensation is issued if numerous elements of the party are cancelled- happened earlier this year to a party and to a party last year.
@Maleficent53 what do you think your options are? AFAIK an unused ticket has exactly 1 option- put it toward another WDW ticket. Definitely toward a party ticket, maybe toward a park ticket.
