It closes pretty early IME, you can get in at 4:00 on your party ticket, I would not expect the train to run past 6:00, maybe not past 5. Try to ride it early!

My wife and I are going Oct 29th. We went last year as well.

We don't dress up
We don't trick or treat. I think she maybe got a handful of candy.

But we loved the Pirates of the Caribbean fun and the overall party vibes. We always enjoy Disney after hours or anything along those lines.
