We went last year on Oct 31st. we saw plenty of people dressed up some good so not so. Surprisingly we say many bananas and M&M's so you should pass on that. Disney themas were abound and plenty of adults dressed too. I saw one that sticks out was a young girl (late teens ) who was dressed as a VERY provocative Alice. She was a hit with the guys.
The only rules were no full head masks but that was more of a safety issue. So you don't trip. No posing for photos not to say you could not have your picture taken just don't be decked out so well that your the new photo opportunity.
If you want to be scary knock the dead chief, we dressed up and had a wonderful time.
We had such a big time at the party that it made the best memory list for me. I wrote Disney and thanked them here is a copy of my letter and the response.

My letter
I would like to start off by apologizing for the letter being late but
here it goes. On Halloween night my family and I attended the Not So
Scary Halloween party and watched the last parade from the corner near
the Haunted mansion. It had been a long week we had driven to Georgia
from Texas to visit my parents grave being the 2nd anniversary of my
mother passing and then on to WDW. During the drive I became sick with the flu and all that week I spent most of my stay in the hotel room. I was
determined to make the party in part because I has spent a long time on
our costumes. I had made three shirts that lit up My wifes was a huge
spider web my sisters was Maleficent and my shirt had animated lighting
they were very unusual. I had spent so much time on the shirts I was
going to make the party. During the parade I was not feeling well at all
but as I stood and Smee and the pirate ship passed something wonderful
happened. Please keep in mind I am 51 years old and a supervisor in a
maximum security prison so I don't get moved easly. But Smee saw us, We
were not next to the route maybe 20' away from the street But he looked
in our direction adjusted his glasses and pointed. He then walked to the
back of the float and taped on one of the pirates and pointed at us. I
could see the pirate say to Smee Wow thats
cool I saluted what else was I to do to navy men. And they saluted
back! Celebrity's who see thousands and thousands of people screaming
pointing and waving at them were admiring us! To be noticed by them and
pointed out made my trip Being sick and the disappointment of not
enjoying myself all went away. I was a kid again and that was the best
birthday gift I could have ever gotten. The next day Nov 1st I turned 51
and we had dinner at the chefs table at Victoria and Albert's.
It was a wonderful dinner that I will remember for a long time. But it
did not compare to being recognized by Smee and his shipmate. Thank you
so much for making me laugh smile and feel young like a kid again. Your
bestest fan and friend for a life.
