MK & TTC for Off-Site Guests

On another thread, I spotted a quote suggesting Disney will try to "hold back" off-site guests at the TTC until the park's official opening.

Does anyone have any other details on this? Is this only on EMH days?

No- this is not true. We have stayed off-site many times.

It is correct though that you cannot be a part of EMH if you stay off-site.

Often the first ferry and the first express monorail from TTC (MK parking) arrive at MK no sooner than 20 minutes before official opening. The second ferry might dock 10 minutes after the first and the second monorail may pull in 4 minutes after of the first.
