I'm a little confused about evening schedules. Do closing times at magic kingdom typically vary between 9pm - 11pm? Is happily ever after always at 9pm or does it vary with the closing time?

Closing time varies, and some days the hours are extended that day [if that's the case, an announcement is made]. HEA is at 9:00 pm regardless of closing time.

I have to go one step further to say that HEA is not "always" at any given time.
It happens to be at 9PM right now.
It will change to an earlier time when the hours of daylight naturally become shorter and Daylight Saving Time drops out.

By far the most consistent show-time for a night spectacular is IllumiNations.
It is most often at 9PM, but even that time can change to 9:30 or 10:00pm, during holiday time and a very few other high-crowd situations.
