Mixed messages about France

Years ago we enjoyed an early breakfast in France before the World Showcase attractions were open and hoped to do the same at our visit next week. But someone said the World Showcase is now roped off so we couldn't enter the area. France says the Patisserie is open at 9 AM so... Is my source wrong? If we enter by way of the International Gate can we gain access to France? Please help me, my romantic friends! We long for a croissant on a quiet French street before the craziness of a WDW vacation commences.

The rope is after France, so you can't go further than France but still enjoy breakfast there
