"Missing Elderly"

In my area, there are large lighted signs along the highways where various messages can be posted for drivers. They will have messages about travel times to the next major highway and accidents. I've seen messages about Amber alerts and kidnapped children. I've also seen messages about missing elderly with a description of a car and a license plate.

What I'm wondering is how old do you have to be to qualify to an alert on these signs that you are "missing." Do you have to meet qualifications about your "state of mind" or do you just have to be a certain age and missed by someone?
 
The crieria for these alerts are on a state by state basis because it is not a national law (not all states have them). Typically, the age will be 65+, but in some states it is anyone with cognitive impairment regardless of age. Only 3 states (AZ, MN and NM) will broadcast alerts for any missing person regardless of age or impairment.
