At DHS and EP two weeks ago I was able to schedule three FP, only tap into the Tier 1, and get additional Tier 1 after the third FP was used / window closed.
You don't. If you miss one of your three (i.e. it expires), you would still be eligible for a fourth FP+ as long as the other two have been used or the time has expired as well. We did this last week when we deliberately made FPs for times we knew we wouldn't be in the park so that we could obtain the fourth FP+ earlier once we did arrive at the park. This is only beneficial for the tiered parks.
OP - there's been a recent MDE glitch that some have been experiencing that causes the FP to not fall off after the time expires. In those instances, the user needs to tap in in order to get it to fall off so they can make a fourth FP+. We did not have this happen to us, but there's a few recent threads around from others' its happened to.
