Is Winter Summerland mini golf open if Blizzard Beach is not? Specifically the first week in January. Also, is there a way to get to Fantasia Gardens via Skyliner?

To your second question, you can take the Skyliner to Epcot then walk to the Swan and cross the street to get to Fantasia Gardens.

Yes, the golf course is open, here's the site so you can check your date
