Historically, shakes have been allowed as DDP beverages at Sci-Fi for adults, with somewhat more mixed results for children (some report being allowed to order a child's milkshake as a dessert, but not a beverage -- however, my direct experience from 2009 was that I could order it as a child beverage). Personally, I haven't heard of any planned changes on that score.
All reports I've read say that they are included as drinks at 50's PTC. I can't report direct experience on that, as PTC is on our "to-do" list for the next trip, since we've never been there before.
When we went in December the waiter tolsd us we had the option to have our milkshake as our drink/dessert. I wanted a cherry coke and my wife wanted a vanilla diet coke(Which is really good BTW.) so we chose to get our shakes as dessert, we even were able to get them to go. Our DD got and ice cream sundae for dessert.
Also the burger I got was AWESOME!
The first time at Sci-Fi in 2009, kids and adults were able to get a soda, shake and dessert (maybe the waiter was extra nice or confused). The last couple of times that kids got shakes in place of their drink and we got ours as a dessert to go.
