I think the answer is no. You can purchase at your local bases’ ITT, at Disney ticket windows and see links in the link above for other options.

Yes! They are sold at all three resort concierge desks in the lobby.

What do you have to do to activate them?

They recently started selling them at the disneyland hotels in addition to the ticket booths as they had been. At the first use at the gate you will need to have military ID in hand and they will take your photo as they do for all other tickets. After that you can use as regular tickets.
