military discount on theme park passes

We are not military, but my brother is and we are taking his 2 children with us to WDW next year. Can he purchase all of our passes at a discount for us, or is it not allowed since he is not coming?

We bought PHPs for family members that we weren't traveling with at our local MWR last year. We asked if we could do that, and they said yes. However, we later found out that PHPs from Hotwire Savings Club were cheaper.
